BII Comments On The Queen’s Speech: The Devil Is In The Detail

In responding to the Queen’s Speech, BII chief executive John McNamara commented: “The content of the speech appears to be a slightly watered down version of what we were expecting and, frankly, could have been a lot more onerous.
“However, the devil is in the detail, and it remains to be seen what the outcome of the consultations will be. We sincerely hope that they are not used to impose even more unnecessary red tape on already over-burdened licensees.
“It has been made clear that the mandatory code will target irresponsible retail practices. Well, BII members have always been one step ahead of the game. They each sign up to a code of conduct that says they will run their pubs in accordance with the law and operate in a socially responsible manner.
“With regards to the staff training element of the new compulsory conditions, BII already has a portfolio of ready made solutions through our awarding body BIIAB. We have set our stall out from the start to develop qualifications that are relevant, cost effective and pitched at the right level to meet the needs of both the members of staff and the business.
“It has long been our belief that for the benefit of all, training should be evidenced. Look at Scotland as an example – along with the new Licensing (Scotland) Act 2005 came the requirement that all staff must receive 2.5 hours’ training before being allowed to sell alcohol. BIIAB has worked with the Scottish Government to develop a qualification that meets this requirement and provides hard evidence that the training has been completed. The qualification (the Scottish Certificate for Licensed Premises Staff) has been widely applauded by candidates, licensees, police and licensing officers.
