National Certificate for Licensees gains recognition with the Law Society

Members of the Law Society that are involved in licensing have received a boost with news that the BIIAB Level 2 National Certificate for Licensees (NCL) qualification course run by training provider Inn-Dispensable will accrue points towards their continuous professional development (CPD). The news further emphasises the integrity of the qualification against licensing courses run by trainers who claim equivalence.

All members of the Law Society must complete 21 hours of CPD each year as part of their membership – the Inn-Dispensable course will provide 25 per cent of this total.

The NCL is awarded by BIIAB, the wholly-owned awarding body of the British Institute of Innkeeping, and has also been accredited by the Qualifications and Curriculum Authority (QCA), placing it in the National Framework. It is recommended in the Best Practice Guide, produced by the Magistrates’ Association and the Justices’ Clerks’ Society, and is a prerequisite of holding a liquor licence for the majority of licensing benches in England and Wales. To gain the CPD hours, Law Society members must take the qualification through Inn-Dispensable.

Inn-Dispensable’s Martin Read FBII.tp said: “We have always known the strength of the NCL and our course, and this is fantastic recognition for it. It has been a long process to achieve this accreditation, but I think it will help raise the profile of licensing solicitors and gives licensees some idea of the importance and significance of the qualification. …/more over

-2- “We hope to see an increasing number of licensing solicitors taking the course which will also give them a better understanding of the knowledge required of their clients. We are also offering the Inn-Dispensable course free for any Magistrates that wish to take the NCL for themselves.”

BII director of qualifications Cathie Smith said: “The majority of those in the judiciary recognise that the NCL has the integrity and quality to justify its superiority over other licensing courses on offer. The NCL measures knowledge and gives the industry and the regulators confidence in applicants for licences who hold the certificate.

“However, there are still some licensing solicitors, and even some magistrates, who don’t understand the differences. With this recognition from the Law Society the differentiation is obvious.”
